Regional Integration in the Eastern Caribbean


Accelerating regional integration is the first strategic priority and foundation of the work of the Organisation of Eastern Caribbean States. Our member states are countries with similar geography, history, culture, and economy using our combined population and resources to provide common services to all citizens with greater efficiency through regional integration than if they each performed individually. Our work is currently being funded by the European Union under the 11th European Development Fund through the Regional Integration Through Growth, Harmonisation and Technology (RIGHT) Programme.

The establishment and history of the OECS reveal the decades of work towards integration. Prior to it being formalised, some of the current protocol members of the OECS already made significant strides with integration through state sovereignty, currency, judiciary, international relations and economy when operating as the then West Indies Associated States Council of Ministers or WISA Council since 1967. When the OECS was formed with the Treaty of Basseterre of 1981, the scope of regional integration widened to include mutual defense and security; foreign policy harmonisation, and joint overseas representation; tertiary education; external economic relations; transportation; maritime matters; tourism; currency and central banking; training in public administration and management; and scientific, technical and cultural cooperation.

The OECS has since succeeded in establishing Free Movement of Persons and bolstering trade and commerce in the OECS Economic Union. With the Revised Treaty of Basseterre of 2010, the OECS has strengthened finance and banking with the Eastern Caribbean Central Bank; maintained a central judiciary with the Eastern Caribbean Supreme Court; provided regulatory reform through the Eastern Caribbean Telecommunications Authority and the Eastern Caribbean Civil Aviation Authority and supported quality healthcare with the Pharmaceutical Procurement Service (more notably during the COVID-19 pandemic) for protocol member states.



The programme is funded by the European Union under the €11.320 million, 11th European Development Fund (EDF). It is currently the main funder of the OECS regional integration strategy and work plan along with multiple partners including INTERREG Caraïbes, the United Nations Conference on Trade and Development (UNCTAD), the World Bank and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).  The main objective of the RIGHT Programme is advancing regional integration in most of the key areas listed.
